Currently, we can choose encoding by --encoding or file open dialog. They are all one-shot solutions. They may be a bit unfriendly to some users.

On the other hand, on-the-fly graphical encoding chooser can be found in kate and any modern web browsers.

Encoding is indeed a problem because many text files are in neither utf8 nor iso-8859-15.
