Modified version of install-fq-mods.cmd

I recently opened bug Bug 657117 - Finance::Quote not installed properly 

This had multiple causes, one of which was an error in my system PATH variable causing a glib error. The glib bug 670233 has been raised to address this.

This change request is to request a check is made when installing the Finance Quote function to verify the system PATH at install time. 

I have attached a solution to do this.....

1) install-fq-mods.cmd has a few new lines of code to call the new test

2) a perl script tests and reports on the PATH integrity

The work is done, but I'm not sure what format you want these changes in. Files attached...

Just a side note on attachments: please attach scripts with a text/plain mime-type. Ohterwise bugzilla can't display them properly. On linux, bugzilla recognizes text attachments automatically when adding them. I don't know if that also works on Windows. If not, you can always fix the mime type afterwards.

Reassign version to 2.4.x so that individual 2.4 versions can be retired.
