Both of these options are extremely awesome and they should be on by default.  I can't imagine any good reason for not using them.

I have:

dvcs_mirror_dir = '/home/desrt/jhbuild/mirror'
tarballdir = '/home/desrt/jhbuild/downloads'

but I could understand something in XDG_CACHE_HOME being more appropriate (after Robert suggested it when I mentioned it to him).
