Running 2.4.9 on ubuntu precise devel release. I get no window content on the "new account hierarchy setup" window, making the program essentially unusable.

not really, only this:

gnc.bin-Message: main: binreloc relocation support was disabled at configure time.

What distribution are you using ? I remember from the mailing list that there is a problem on Ubuntu 12.04 with libglade and its interaction with libgnomeui.

Reassign version to 2.4.x so that individual 2.4 versions can be retired.
