Steps to reproduce the problem:
- open the attached sheet
- open the properties dialog of the chart
=> the Y4 axis is located on the top
- now put Y3 at the top
=> now Y4 is located at the bottom

Low and high are automatic positions and only one axis can use each, by design. The others must have crossing values. I'll see if this can be changed or not, and how.

Actually now that we can have overlapping axes, it makes sense to have more than one axis at top or at bottom. I'll change the logic around automatic positioning. Just need to devise something logic, which might be not so easy.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
