Dual monitors: Secondary above primary monitor: Cannot drag windows to secondary

Hi, I (and at least one other person) cannot drag windows from the primary to the secondary monitor when using dual monitors with the primary configured to be above the secondary. This problem does not occur when the primary is configured to be left, right or above the secondary. It is as if the top bar is blocking me dragging windows across it. However, if I ALT-click a window to grab it, I can drag it for about two thirds to the secondary. I can drag for two thirds Chromium windows without the ALT-click. Besides in my Debian testing, I also had this problem in Ubuntu with the Gnome Shell 3.
