add Ethio Telecom to service providers

Initially filed here: https://bugs.launchpad.net/ubuntu/+source/mobile-broadband-provider-info/+bug/915095

mbpi didn't have the country Ethiopia at all. I did the best I could to ferret out the provider's information from various sources on the web, based on the initial information provided by the reporter on Launchpad.

One thing that might be missing is to use *777 as the dial number for connecting, if that's idea what was meant on the bug report; but I think it just might work without it.

Added as c8c6c3ea044e6fcffc635d2c9379d28a819aebfa.

I've added DNS according to http://www.ethionet.et/downloads/How_to_change_the_DNS_IP_address.pdf
and fixed to match DTD.
