Data is decoded correctly is the mpeg4 video parser is bypassed

This is not an issue, was ultimately caused by the parser that did not find the config. I added a patch for the parser.

Should a similar fix be added in the rtp payloader or does the fix in the parsing suffice?

The fixed parser does fix the RTP payloading ultimately.

What was the fix? If it's simple enough I would add it to the payloader too.
