libxml2 lacks a way to set parser options when using xmlSAXUserParseMemory

In lasem, I would like to be able to enable the parsing of entities in attribute values. If I have understood correctly, the option XML_PARSE_NOENT should be set in the parser context. Unforunately, there is no way to get a pointer to the paser context when xmlSAXUserParseMemory is used. It would be nice to have a way to set parser options in this case.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
