Right now, Orca's Flat Review intentionally avoids menus. This makes a lot of sense when the user is not in a menu: Flat Review is designed to provide access to "what the sighted user sees." And building up the Flat Review context is a non-trivial process. Having said that.... When the user is in a menu, what is on the screen is the menu and its items. Orca's decision to ignore all things menu within Flat Review means users have no way of finding out what greyed-out items are present. We need to change this.
