Description of problem:
The bar at the top of the GNOME Shell can obstruct pop-up menus, making the
first option unreadable.

This is a particular issue on screens around 800 pixels high.

Version-Release number of selected component (if applicable):
gtk3-3.2.2-2.fc16.x86_64
gnome-shell-3.2.1-2.fc16.x86_64

How reproducible:
Always.

Steps to Reproduce:
1. Use a screen resolution of around 800 pixels high.
2. Open a Nautilus window, and move it so an icon is just below half way up the
screen.
3. Right click on the icon.

Actual results:
First menu option is hidden or partially obstructed.

Expected results:
Menu appears entirely below the top panel.
