While clicking an item without any modifier selects the clicked sidebar item every time, if shift or ctrl are pressed then the clicked item is only selected every other click; that is, you need to click _twice_ to select an item when a mod button is pressed.

Setting to 'minor' because currently modifiers don't affect behavior within the sidebar. This may change in the future though.

This bug should no longer be present with the latest Nautilus redesign.
