The Downloads bar shouldn't be a way to get a history of what you downloaded, and the button will be useless as soon as I've moved the file to its rightful destination.

Epiphany should monitor the downloaded file, and remove the widget from the download bar when it's been moved somewhere else, deleted, or perhaps follow the file's new location if possible (so clicking on a photo I just downloaded still work even if I've moved it to ~/Pictures)
