The current zoom control was added was added as a result of bug 112730 and bug 117923. In my recollection, the main argument for adding it to the default toolbar layout was to make it easy for users to zoom in, because many sites render too small in Epiphany as a result of incorrect assumptions on part of the site builders. It is extra useful because Epiphany remembers the zoom factor per webpage.
If the zoom controls are to be removed from the default layout, do we have alternative methods of zooming except those involving knowing which Ctrl key combo to use? If not I think the new design is flawed in this regard...

This was done as part of c1c74c929c1e773d1f79d1b3bd0cf10bb572f8f9, so closing. AFAIK the new "supermenu" will have a Zoom entry, so that should be covered.
