When epiphany is maximized the scrollbar doesn't exend to the screen edge and make it easy to reach using Fitt's Law.

The notebook is adding some borders to the view. We probably don't want these at all.

There's a separate issue though, apparently the GtkScrollbar theming makes it impossible to reach it from the right end.

This is a duplicate of an old Gtk+ bug. Note that this problem doesn't occur in fullscreen windows without tabs.
