If you open a new application in an empty workspace(with middle click) and go back to another workspace while it launches, GNOME Shell opens it in the current workspace instead of the newly created one.

How to reproduce:

- middle-click any application(something heavy is preferred).
- go back to the first workspace.
- you'll get the new application in that workspace, while the new(empty) workspace disappears back.
