Remove leftovers from the removal of per-backend CLUTTER_VBLANK envvar handling code

Hi,

I was trying to build Clutter on Windows/Visual C++ and found that there were
some leftovers from the per-backend purge of the  CLUTTER_VBLANK environmental
variable handling code, so I thought maybe the cruft should be removed as well,
so this is my proposed patch.  Please correct me if I missed something here.
