This would be to expose idle times for Personas and Individuals.

See bug #663715 comment #1 and bug #663715 comment #2. Specifically, we would expose Telepathy's ContactInfo x-idle-time value.

I'm not 100% sure this interface is worth adding though (this bug is partly just to have this on the record). Then again, I'm not convinced non-binary presence states are that useful either, so take this with a grain of salt.
