The aeroplane mode from Network Manager does not do what I expected. I expected all connections to be shut down, esp. Wireless and Mobile Broadband. However, Network Manager allows to use both, although I am in "Aeroplane mode".

IMO there's nothing like Aeroplane mode in NetworkManager.

What version of GNOME is that? 3.2? Could you try with a more recent version? (In 3.4, the aeroplane switch is in the bar at the top.)

There is something like Airplane mode in NetworkManager:
nm_client_wireless_set_enabled()
(and the associated _set_enabled() functions)
But that doesn't turn off GPS, or FM radio, etc. so we'd need to do this ourselves.
