Add runtests-windows.py to tests/Makefile.am:EXTRA_DIST

The file tests/runtests-windows.py is not included in EXTRA_DIST in tests/Makefile.am, so the script is not included in source distributions.

This problem has been fixed in the development version. The fix will be available in the next major software release. Thank you for your bug report.
