I believe both the old and and the new text are wrong. You don't have to create a new file anymore to add investment accounts.

Instead you can add them to any existing datafile as follows:
- open the data file
- switch to the accounts tab
- choose Actions -> New Account Hierarchy

This will open the New Account Hierarchy assistant and allows you to select additional accounts to add to your existing hierarchy.
