When opening the attached image and rotating it clockwise or counter-clockwise you get a transparent rectangle instead of the rotated image.

Works correctly here.
We have another bug with corrupted image display: bug 656224
There is a message that it only happens on specific display resolutions.
Could you retry with different resolutions and give feedback about the results and the zoom factor eog applied when it failed. Also your GFX driver would be interesting to know.

Tried @1600x900 and @1360x768 with 'best fit' and '100%' zoom. The result is the same.

$ lspci | grep VGA
00:02.0 VGA compatible controller: Intel Corporation 2nd Generation Core Processor Family Integrated Graphics Controller (rev 09)
01:00.0 VGA compatible controller: ATI Technologies Inc NI Whistler [AMD Radeon HD 6600M Series] (rev ff)

The first one is in use.

GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/eog/-/issues/
