Changes wacom cursor devices to default to relative mode

Wacom "cursor" devices are tools which physically resemble a mouse. The xf86-input-wacom driver initializes cursor devices in relative mode because of this resemblance. G-S-D however has absolute mode defined as the default. While usable in this manner, and easily corrected through the control center, absolute mode is not what is expected by users.

The attached patch changes the default for cursor devices to relative mode.
