Dear developers,

I am a screen reader user, and Using Ubuntu Oneiric version with GNOME3 fallback session.
If I using GNOME3 with fallback mode, default two main menu group are
accessible with keyboard if I press ALT+F1 key combination: applications and
places main menu.

The third "system" style menu is accessible only if I add the panel with
mainmenu applet. I want access for example with "Shutdown", "Logout" menu
items, and user related menues, for example System Settings menu item.
If I press space key for main menu applet, this style menu is wonderful
accessible, if I remember right all important menues are presenting right.
I only possible to use GNOME3 fallback session after I customized my Panel lookup.
I removed my top panel, and create a new panel. After this I add the new panel with I wanted applets, and add the main menu applet.
I doed this, because factory level missing the fallback session with the system menue, with for example containing the Shut down, Log out, and other importanter menu items if I press ALT+F1 key combination.
So, because the system main menu is missing, only using keyboard impossible to shutdown the system with traditional way.
After I doed the described modifications, I get an one column drowdowned menu if I press ALT+F1 key combination, and I access all important informations only with keyboard usage.
This is important for example with screen reader users, visual impaired users not using the mouse.
The traditional three main menu containing GNOME2 lookup menu system is better, because my modified dropdowned menue the screen reader not spokening the first awailable menu item if I press ALT+F1 key combination (the first application related group), but this modified lookup better with factory two menue containing mode with missing now the system operations related main menue.

Possible doing a little redesigning to awaylable all important menu groups and
menu items with ALT+F1 key press?
Two way design is possible:
1. Simple doing a lookup with very similar the oldest 2.x GNOME series menu
design (Applications, Places, System menu groups). I very like prewious this
style. System menue important to present system operation related tasks (launch System Settings, change actual logged in user status, log out, switch user, and shutdown the system).

2. Doing an another lookup with possible accessible all important menu items
after one key press with a dropdowned menue, for example the traditional ALT+F1 key combination. The first way fix is better I think.

If you tell me how can I begin trying fixing this problem, I would like help you, because this modifications is very important with visual impaired users.
