The buttons below the list of keyboard layouts need text tooltips because the meanings of their icons are not self-evident.

I can make a pretty good guess at what the first few do—"add keyboard layout," "subtract keyboard layout," "up keyboard layout," and "down keyboard layout"—but the last one leaves me wondering. "keyboard keyboard layout?"

The only way to find out what it does it to use it.

Given that only the last item is a problem, and that the result of clicking it is non-destructive, I'll say that this doesn't require tooltips.
