The version used is 3.2.0

"the appearance menu shows a xml wallpaper, called "contest" , but you can't add a custom one from the "plus" button, it only shows images"

the description it's maybe unclear, the bug is that the background capplet doesn't let you pick a .xml if you want to add a background slideshow

That's on purpose. "XML" backgrounds are usually provided by distributions (and
other customisers of the software). You can still test those by adding them to
~/.local/share/gnome-background-properties/.

Just out of curiosity, why was this design decision made? Just because these types of backgrounds are _usually_ provided by distributions doesn't mean that it is not a feature a user might want. Also, it seems to me that if the feature used to be present, but no longer works, it is a clearly a regression. I personally would want a bit more explanation before seeing a bug casually being marked NOTABUG rather than WONTFIX.
