Go to the doc page of the GIMP.org site click on a language (English in my case, but I get the same results with others).  Results: error message "Failure to Connect to Web Server".  According to postings on a blog site that I visit, other are having same or simular issues. GIMP.org has nothing to do with www.gnome.org => moving.
