The input level pane uses a progress bar for something that isn't progress (volume level). We have a widget in the Sound system settings for audio level that you might be able to reuse instead.

Also, I find it really odd that the level animates down rather than up.

We didn't re-implement this bar in the new UI (bug #656580) but I added a comment about the system settings widget; thanks for the info!
