Currently the trough of the scrollbar can't be clicked or dragged. This is particularly annoying when you have a maximised window, and you want to use the scrollbar with the mouse and you want to infinit hit target you have on the right to get to the scrollbar, but the gutter isn't sensitive to interactions.
