The attached spam message eats my CPU when showing the horizontal scroll bar by maximising the window. When the window is small the horizontal scroll bar is not shown and there is no CPU usage.

might be related to bug 655248

If you disable message preview and enable it again, will it help ?

It only helps while message preview is disabled, when I enable it again the CPU usage is back.

Thanks for a bug report. This is exactly the same thing as in Akhil's bug, thus I'm marking it as a duplicate. Note that changing height of the preview panel also fixes this (see bug #655248 comment #3).
