Ray Strode checked this for me as I was writing the 3.2 docs and said the Copy Settings button on the System tab doesn't actually set the system keyboard layouts.

I suppose this affects https://bugzilla.gnome.org/show_bug.cgi?id=648749 as well.

Implemented in gnome-3-2 and master (requires a newer systemd for now though). If systemd is absent, the page will be hidden.
