Fix substitution

It seems @datarootdir@ isn't substituted in g-ir-doc-tool. The attached patch (but applied to Makefile.am) should fix it, ok to push?

Anyone for this trivial fix to Makefile-tools.am? Without it g-ir-doc-tool does not work at all for me as it tries to look into the non-existing '@datarootdir@' directory.
