This closely relates to bug #657424. In the system settings main view, we shouldn't be showing icons for things that do not apply, such as hardware settings for undetected hardware. The panel might be accessible through search or the gnome-shell search, possibly showing the icon 50% opaque, but should not be shown in the system settings by default.
