Scrollbars on main window missing

After upgrading to mozilla-0.9.6-0.i386.rpm and galeon-1.0-1.i386.rpm on a fresh Redhat7.2 machine, I found that galeon runs without any scrollbars on the main windows. There are scrollbars on list items within a page, but the two main scrollbars which would normally appear at the bottom and on the right are not present. The window will still scroll by using arrows and/or PageUP and PageDown.
This should be marked a duplicate of bug 60881. After following the instructions for the fix given in bug 60881, the scrollbars returned. Removing only ~/.galeon and ~/.mozilla was not sufficient, I also removed ~/.gconf/apps/galeon. ~/.gnome/galeon and removed then reinstalled mozilla-0.9.6-0.i386.rpm and galeon-1.0-1.i386.rpm before the scrollbars returned. This solved another problem I had noticed - that of the Confirm dialog for the Password Manager not displaying its text. This window would popup with the title "Untitled" and be empty except for a "Yes","No" and a button with no text. The usual text of "Password Manager can remeber this logon and enter it automatically..." was not displayed.
