For instance, if the local one is empty or was just created we probably always want to make the GOA one the default.

I removed the fake primary persona for contacts that have a fully editable eds persona (such as a google contacts one) anyway, as its not very useful then. This makes it look slightly less odd when you have a google contacts addressbook that is non-primary. 

However, we still need to set the primary addressbook for things like creating a new contact and fake personas for telepathy personas.
