Talking with the developers it seems that the behavior is to preserve the state of the status, available, not available and based on that, connect or don't on the next login.

gnome-shell 3.1.91 and master snapshot since 12 sept.
telepathy-glib 0.15.5

my setup has only one account, gmail, added from gnome-online-accounts.
