Bind the locale domain so that gettext actually works

Cogl has a few translatable strings that people have started translating. However the translations never actually work because Cogl was never telling gettext where the po files are for the Cogl domain. We currently only have 4 strings marked for translation. These are a part of the help for the debug options. However it's only a small part so it's currently kind of pointless to translate them. If we want to keep those strings marked I think it makes sense to also apply the second patch which marks the rest of the strings in the debugging options. I think we should also consider just removing the translation infrastructure from Cogl. All of the strings we have are currently very technical and aimed at developers so it would probably be quite difficult to translate them and it's probably a waste of the translators time. Other low level graphics libraries such as Mesa and Cairo don't have gettext support and it seems to make sense that such a low level library should instead avoid having user-visible strings.

I've pushed the first patch as c7969a33af44. The second patch should probably wait for a bit so we don't upset the gnome string freeze.
Damned Lies¹ is now tracking the Cogl 1.8 branch on Gnome 3.2 so Cogl master is no longer in string freeze. I've pushed the second patch as f628839.
