Thanks, but unfortunately the ChangeLog file is auto-generated from git log at release time, see common/gen-changelog.py.

Possibly you could improve that script though to check for problems with UTF-8 encoding and try ISO-8859-15 or whatever as fallback.

I'm afraid I don't have the time to look into fixing up the script for this, so I guess we will just have to live with the single non UTF-8 changelog entry...
