[power] panel usability issues

There are a few usability issues with the power panel controls: * Check boxes don't refer to a clear binary state; combination of check boxes and comboboxes could be confusing * Language doesn't make sense: 'Put the computer to sleep when inactive: 30 minutes' * Uses non-recommended terminology, such as 'sleep' (should be 'suspend') and 'computer' (doesn't work for tablets). These issues have been resolved in a new design for these controls that can be found on the wiki: https://live.gnome.org/Design/SystemSettings/Power/#Concepts
