So I'm running in a US English locale but my clock is set to 24h. But Empathy ignores that and renders all times in AM/ PM format. I would expect to see 19:21 instead of 9 PM, matching the format of the clock in the top panel oin GNOME Shell.

org.gnome.desktop.interface clock-format can be either "24h" or "12h"

If the string is 12h, 12 hours should be used, otherwise 24 hours.

I propose translatable strings _("%l:%M %p") and _("%H:%M") respectively.

This seems like a duplicate of bug 608474, maybe should be marked as a duplicate of that.
