Clean up "Calendar and Tasks" preferences in "General" and "Display"

"General" and "Display" both have options that are more or less similar. General > Time (AM/PM; Time zones) Display > Date/Time Format Display > General (e.g. "Time divisions" etc) General > Work Week General > Alerts Display > Task List This might need input from designers / usability team, targetting 3.3.

1st Tab: Date and Time: move Date format here from 2nd tab. Time Date Format Work Week 2nd Tab: Display: move Alerts (delete confirmation) here from 1st tab. General Alerts
A lot of those features are duplicates for what's already in the Date & Time settings in the control center.
Note to myself: help/C/calendar-layout-appointment-display.page (and probably other help pages) need an update once this is fixed.

While that's true, we still offer an option for users to override system settings and use (temporarily) different timezone or other settings different than the system settings. I'll switch the options as suggested in comment #3.
The change in Calendar and Tasks looks like: [ General ] Time Work Week Date/Time Format [ Display ] View Options Alerts As you can see, I renamed 'Display->General' section. Created commit b712289 in evo master (3.13.8+) [1] [1] https://git.gnome.org/browse/evolution/commit/?id=b712289
