As you can see the webcam icon appears twice with 2 different semantics:
- Start a video call
- Toggle video transmission

I find confusing to have the same icon doing 2 things.

You are correct that it is confusing. The toolbar is not supposed to show in this state (and when you're in a call the video call start options are different so there's no duplication). 

We recently reduced a bit of complexity with the stauts bar and toolbar in the new design which will be fully addressed as soon as I can update it (basically, don't show the icons, only the status text when you're not in a call).
