Using GNOME 3.1.4:

* add a new user using the g-c-c panel
* the user is listed as "password: account disabled"
* click on the "account disabled" combo, it opens a new dialog
* select "action: enable this account" and click on the change button
* you get back to the user list, the password label being "***" for a second and then it goes back to "account disabled"

This works fine here, with 3.4. 
Are you still seeing this problem ?

what is "enable this account" supposed to be on a new account which has no password set yet?

aha, now I see what you are talking about.
I missed the 'select enable this account' part.
So yes, I see the same behaviour. A minor bug, I'd say.
Enabling an account that does not have a password is not supposed to work.
You need to either set a password or choose 'log in without a password'.

It seems we get temporarily confused about the state of the user until we
get a change notification from the accountsservice and learn that the account
is still disabled.

This bug should have been fixed in Gnome 3.8., if you still see it with current versions, please reopen.
