fwiw gnome-power has no bug supervisor to contact on launchpad, if anyone could fill the role it would be great :]
This bug has been existed for years. Also see Gnome Bug 579224. Xfce4-power-manager has a key which can disable the brightness adjustment feature. See Xfce Bug 7541. I hope Gnome can have this feature soon so at least we can manually fix the problem.
I can verify this behavior occurs on Gnome 3.4 on a Thinkpad X200s.
