If you click spreadsheet file in the Windows's file manager, the Gnumeric will open, but button on the task bar will be missing. Next if you create a new spreadsheet, you will see the gnumeric's button on the task bar.  
If you open the Gnumeric directly from the desktop or from the program menu, you will see button on the task bar.
Problem is strange because you need freshly rebooted system where the gnumeric wasn't started. If you start the gnumeric just ones it starts to work normal.

Gnumeric does not "put" any buttons on the Windows task bar. That is up to MS Windows. So I would call this an MS Windows bug.
