As far as I test, my program can correct get this message from compiz/kwin, so I think the only possible reason is that mutter doesn't send it. And from the code, it seems to be true.

In screen.c, the only reference to _NET_WM_CM_S? is XSetSelectionOwner, it should send client message too.

Indeed, looks like the manager selection treatment for _NET_WM_CM_Sn is pretty incomplete.
