Reported in ubuntu at https://bugs.launchpad.net/ubuntu/+source/gnome-control-center/+bug/807413 for control center 2.32, still reproducible on 3.1.3, the steps to reproduce with gnome control center 3.1.3 are:
1) Open Gnome Control Center
2) Click Region and Language
3) Go to the Layouts tab
4) Click the options button, the Keyboard Layout options dialog comes up
5) Expand something from the tree and scroll down to the middle or bottom of the viewport
6) Resize the window larger

Expected: the scroll position does not change
What happens: the viewport is reset, showing the top of the tree again

The viewport is reset because when you release the mouse button after a resize, the code "re-centres" the viewport on the focused widget, which is now out of the way.

I'd personally rather nuke that dialogue altogether. See bug 654617.

The Options dialogue is now gone in GNOME 3.6.
