Description of the problem: 
    When using the accelerator (mnemonic) approach to access menu items which have conflicting accelerators, items which are parents of sub-menus don't have an option to jump to the first item of its sub-menu, except with the use of arrows or mouse. 
    This breaks the flow of the movement, and the essential meaning of using accelerators. Removing conflicting accelerators is always a good choice, but its nearly impossible to remove them all, specially because they are localization dependent. 
    
Steps to reproduce:
    1. Open the context menu of a file or folder, with menuKey or right click
    2. Press 'o' twice, to focus 'mOve to' and reveal its menu

Expected results:
    Pressing Enter (or Tab) should focus the first item of the subsequent menu

Actual results:
    In order to access this subsequent menu, you must use arrow keys or mouse

I couldn't find a menu with submenu items on 3.22, so I couldn't reproduce the issue.

Please feel free to reopen this bug report if the problem still occurs with a recent version of GNOME.
