This was reported downstream at:

I am seeing this for years but never reported it as I wasn't sure who was the culprit or, even, if it was really a bug:

When icon theme doesn't provide png icons for every size (like 24x24), apps (like gmenu-simple-editor, gnome-panel, firefox) show icons in a bigger and inconsistent size.

Any idea about where the problem could be? Not sure if gdk-pixbuf is the responsible of handling this or not :-/

not a gdk-pixbuf bug - its just the way the icon-theme spec works if not all sizes are available
