I've connected two monitors to my laptop (laptop lcd is disabled). Set one of them to be a primary monitor and second one to be on the left of primary.
While overview mode switching workspaces change workspace only on the primary monitor. Secondary monitor is still unchanged with windows I left there.
(I spent some time looking for a such bug report - without result, so if I missed it, sorry for duplicate)

This is not really a bug, but the designed behavior. There's some discussion about alternative behaviors in bug 645581.
